The original contract would have contained some sort of "test matrix" indicating automated and other tests essential for proper development of the desired system.
What's the betting that by some Mandrake-like sleight-of-hand that test matrix was replaced by some other test matrix ?
If the new test matrix didn't contain those desired tests, it mightn't be, and probably wouldn't be, fit for purpose.
Why would people be expressing surprise later if the resuting system was not fit for purpose ?
