Warming up a leased 2007 Lexus ES350?

I live in New York City. How long should I warm it up? When should I warm it up? All year around or just in the winter? (Even in the summer- when I first turn on the car, the temperature gauge is on "Cold")
Just curious- why do cars need to be warmed up?
