Wallpaper, god awful, old and ugly wallpaper, paint, wallpaper, paint...?

The title says it all. I currently am at a rental property. I've know the landlords wife for years, and we came here, not paying any deposit, and he's been really good to us. So my fiance and I decided to help spruce up the apartment for the next tenants. In the process of doing so... I've run into any ones nightmare... Wallpaper! Why is that such a problem you ask... its not just wall paper... its painted over wallpaper, that its on another layer of painted wall paper. Well its finally trying to peel from the wall... and its GOD AWFUL OLD AND UGLY wallpaper. So my question is for you guys! HOW THE HECK am I supposed to get the stuff off!! Its to the point where I want to rip the walls out and re-drywall it. Basically because the walls are like a fiber/paper board rather than straight up drywall. Its a 2 story cap code style home converted into two apartments. The lower half the house is up to date, but the upper... I think we should gut and start over but its definitely not in the budget. I am doing the work, so it definitely sweat equity for the landlord. IDEAS!!
