Walking my Dog: is it ok to let her dip her nose everywhere?

I walk my dog everyday. She is a little mongrel, like 70% cocker spanniel. However, her temper is not very cocker like. She is not jumpy, nor she barks a lot. She is calm and very obedient.

But she does love her daily walk around the neighbourhood and gets super excited everytime I grab her collar to put it on, which is pretty normal I guess. What I dont get is, that she seems to enjoy more the smelling of every little spot, than the fact that she is outsite running and making excercise. I know that dogs love to smell everything all the time, but my question is, during the daily walk, how much smelling is too much?

Is there a limit as to how much smelling can a dog walker allow to still make the walk healthy and without losing control of the dog? I sometimes feel that she is the one walking me... lol.
