Waiver of Liability for Gym question?

OK, I'm 16, which means I can go to a lot of gyms but I don't have the time to travel and all that so I was just looking to use the gym in my apartment. I went down to talk to them and turns out you have to be 18, or go with someone who is 18, to use the gym. I e-mailed the property manager of my building saying:

Hi,
I'm a 16 year old boy who lives in (name of my building) and has a health club membership. When I talk to the Health Club, they say that to use the Health Club's gym, I must be 18 years of age or older, or accompanied by someone who is due to liability issues, which I understand. However, I was wondering if there was any existing Waiver of Liability, or one that could be created, that if signed by my parents and me, would allow me to use the Health Club gym?

She responded saying:

Unfortunately, a waiver would not be sufficient. The building and pool management company would still be liable if something happened to you or one of the other guests because of the person in the waiver. It is a rule that we have to follow, because it helps us guarantee the safety of all the pool guests.

What does she mean by 'because of the person in the waiver'? Also, what's the difference between being accompanied by someone who's 18 or older, and having a waiver signed by someone who is?
Edit: But having a waiver signed by an adult, would not the adult (my parents, in this case) take full responsibility of any potential injuries, or trouble I cause?
