Waist or shoulders? (photos).. stupid question?

does it mean anything when someone you know (but not friends with) puts their arm around your waist when taking a photo?
i mean i saw previous photos of him and other girls who he is good friends with but its always around the shoulder
sorry i know this is a damn pathetic question.. SORRY! D: NO MEAN ANSWERS PLEASE.
btw i'm in highschool
