Wage garnishment in illinois?

So, I can't afford my car payment with this new sucky job I have. So, I've been considering repossession. I owe more than the car is worth so I know there will be a deficiency they will sue me for. I know they can garnish my wages. But, I used a formula to see if I made enough for them to garnish, and I do not. So, If they can't garnish my wages because I don't make enough money, how can they make me pay back the deficiency with no collateral? I make about 250 in tips for 2 weeks and my checks are about 100 every 2 weeks.
i woe 10,700 on a 2004 vw beetle. theres no way someone will buy it for that much, it's worth 4 grand. i can't trade it because i'll be back where i started with getting another car. i can't afford to pay it down until it's to what its worth. So, this is my only option. I have a crappy job and and i am a full time student. I can't find a job anywhere that pays more.
I don't really plan on getting a car financed again any time soon. I just want to save up some money and get a cheap car to get me from a to b. i don't want to have a car payment again. I should have never bought the car in the first place. the sad thing is i've paid on it for 3 years already. I'm hoping to move within a year to vegas and i don't even care to take a car with me.
