Wacky cartoon characters that annoy without being antagonized

This was actually touched on in Animaniacs and the Sound of Music parody, where Yakko explains that Wakko didn't hit the woman with the mallet because she wasn't being a jerk to them, she was just being nice. The rules apparantly stated that unless a villain threatens, that's when it's time to go all out and annoy the crap out of them. Some of the more wackier cartoons before they started censoring them featured characters back in the 40's that would just start bugging someone for no good reason, but they started to change it over so that they had a valid reason for doing it because the villain was a jerkoff from the start. Screwy Squirrel, and Woody Woodpecker used to do it quite a bit before he became one of the "minding my own business until someone messes with me" character.
 
Here's a few that I know:

Cheese(Foster's Home For Imaginary Friends)
Pompeii Pete(Wacky World of Tex Avery) - He's one character that always annoying the main villain Dan on every episode.
Lazlo/Raj/Clam(Camp Lazlo) - They're pretty much annoying to always drive that jerk Lumpus crazy.
Spongebob/Patrick(Spongebob) - those two are mega annoying towards Squidward on certain episodes like the opposite day episode.
Billy(Billy & Mandy) - He's just about annoying towards everybody besides Grim & Mandy.
Bobobo & Don Patch(Bobobo-bo Bo-bobo) - Those two are always mega wacky/crazy, they always annoy just about every villain they face besides their friends Beauty/Gasser.
 
Fred Fredburger (Grim Adventures Of Billy & Mandy)-Very, very annoying
and has an annoying habit of saying "yes" and "I like nachos". In the video
game version of that series (That me and the kids play), when he's knocked
out by Nergal, Nergal replies, "You're too annoying to be anyone's friend!"
