Volume on MP3 player too low when using FM modulator?

I installed a Audiovox FM modulator in my 2001 Mustang today and when testing it out with an Creative Mp3 player you had to turn the volume all the way up on the creative and almost all the way up on the radio to hear it.

Any ideas so I don't have to turn the volume all the way up to hear the music?
