VoiceControl won't die and stay dead

Hi,

Why is it that the Voice Control process is always running? I kill it off, but it comes back even if I'm not using voice control at all. No task killer (I've found) is able to keep it closed either. If it was simply a tiny taks I wouldn't care, but it consumes between 10 and 40 mb, which is quite a bit.
 
It's part of core process. What I did was use task manager to auto kill it everytime it runs. Or you can dig deeper and remove the service if you have rooted phone. Usually on /etc/init.d
