Vodafone wont give me my PAC code because my number is valuable!?

Hello

I just phoned vodafone customer services asking for my PAC code so i could move from their network, and the guy told me that they cant give it to me because my number has repeating digits that would make it a nice number for scammers or something. He said i need to go into a vodafone store with ID and they will give it to me. I through they were obligated to give me the PAC code at my request, any ideas?

I know that they can give it to you over the phone but if what they say is correct you should go to the nearest store..it's not like they are refusing...
