Virginia State Banking Laws?

I just got a mailer from my bank stateing:

Effective immediately, your Account will be governed by federal loaw and the laws of the state of Virginia, whether or not you live in Virginia and whether or not your Account is used outside of Virginia.

Any idea's what this means?

call your bank, i'm sure it means they may have gone bankrupt
