Villains that went from one shot to recuring

What villains that began either as background characters or one episode only characters went on to become recuring villains. At the very least what background villains went on to headline an episode. Basicly what villains were promotions in importance.

Here are some that come to mind. Some of these are inside information, others are such speculations by how the respective series progressed.

The H.I.V.E. (Teen Titans) - they were only suppose to be the main villains in Final Exam and never really be seen again. Maybe they were intended to come back, but not as much as they would appear in the series nor really be centeral villains in any epsiodes again. They were suppose to be Slade's pawns, and never be seen again. Gizmo appeared later in the season, and again in season 2. Before they returned in season 3, and appeared quite frankly. Not to mention they were the most recuring characters in Teen Titans Go and our extremely popular in the world of Fan Fics. I am sure when they wrote Final Exam they didn't invision any of that.

Mumbo Jumbo (Teen Titans) - suppose to be a background character, and never play a central role in an episode. Finally got an episode to himself in season 3 in Bunny Raven Or How To Make a Titananimal Disappear.

Professor Domentor (Kim Possible) - he was suppose to just be a rival for Drakken, not a real KP villain. Similar situation to Mumbo Jumbo, he is a villain that Kim never got around to fighting because Drakken showed up. Until season 3 when he got to be the main villain in an episode, and in season 4 got his own plot of trying to steal Kim's battle suit.

Which gets my vote for the all time worst episode of Teen Titans. Actually, it's a tie between that one and season 5's "Hide and Seek" (I hated those dang brats!).
 
I didn't say you had to like it, but it is a fact, the writers admitted it in the season 3 DVD that Mumbo Jumbo was elevated from background villain to full villain.
 
None, if that is your question or was that a returicle question.

Another Titan villain that might have gotten a promotion is Trigon. He was a one shot villain in season 1, and was the main villain in season 4. But I think from the beginning the producers intention were if they ever did a Raven centric season, Trigion would be the villain. The same thing for Blackfire, if Starfire ever got her own season, which never happened. I don't know if that counts, if it was planned all along, he would be a main villain.
 
The Archmage's appearance in Gargoyles was to be a onetime only, but due to the menacing tone given by David Warner, Greg wanted to give the character additional appearances.
 
I kind of doubt that Blackfire would have been the main villain in a Starfire season arc (but I suppose it's a moot point, since she never got one). The TV version of Blackfire wasn't deep nor layered enough to carry an entire season long arc. Similarly, the writers admitted that their version of Starfire was not deep enough a character to carry an entire season arc.
 
Agreed, the comic book Blackfire was a much more deeper and better character than her tv show counter part.

In a way, Mumbo Jumbo was the main villain in Sum Of His Parts, he was the only real bad guy in that episode. Fixit was not really evil, just misguided.

Off topic, one villain that went in the opposite direction and got a demotion in important was Adrena Lynn from Kim Possible. She was suppose to be a recuring character, but was so unpopular she became a one shot character.

Another one I add to my list, though I am not sure if he is a villain, at least in season 2.

Jet (Avatar: The Last Airbender) - He was suppose to be one episode only in season 1, but the producers liked what they saw in the character and decided to bring him back in season 2 for a few more episodes. Though he really wasn't a villain in season 2, just a character trying to find is way.
 
Most of the villains from Pucca. Such as Muji, Ring-Ring, and the Vagabond Ninja Clan. At first, they only appeared in the background and they acted like regular citizens. But then they began to have a role in episodes and they constantly made reappearances. Ring-Ring always wants to ruin Pucca, Muji is obsessed with his mustache, and the Vagabonds come up with "evil" schemes and assist Tobe in defeating Garu.
 
I know a few villains that were one shot to recurring:

Mumbo Jumbo/Dr.Light(Teen Titans) - My favorite silly villain which he had one shot role in season 1 Sum Of His Parts & returned in season 3 in Bunny Raven & Dr.Light's one-shot role in season 1 was Nevermore when he's quivering in fear from Raven's darkside and returned in season 4 Birthmark when he's feared by Raven again which was priceless and has a major role in season 5 Kole with Kole who's one of the cool superheroes to take down Light.

Taurus Bulba(Darkwing Duck) - He's one of Tim Curry's best villains that had a one shot role in that beginning 2-parter Darkly Dawns The Duck and returned in season 3 The Steerminator when he's a cyborg out for revenge.

Gill/Gemini(Kim Possible) - He was a one-shot villain who's Ron's bad roommate in Sink or Swim and returned in season 2 in Return to Camp Wannaweep & Gemini was one-shot in season 2 The Ron Factor and had a nonspeaking return in season 4 Grande Size Me who's one of the villains in Jack Hench's auction.

The Breadmaster/Mr.Mental(The Tick) - They were one-shot villains in season 1 but returned in the next season which Mr.Mental's return was really weird when he becomes a baby which was a weird/awkward episode.

Jeepers(Freakazoid!) - That creepy dude in the black coat had a one-shot appearance in The Dance of Doom & returned in season 2 Statuesque where he has a major villain role with the help of a cool-looking demon named Vorn the Unspeakable & Normadeus, he was one of The Lobe's villains.

The Clock King(Batman:TAS/JLU) - He was cool & interesting one-shot villain who appeared in The Clock King and returned in season 3 Time Out of Joint when he steals an invention that manipulates time & returns in Justice League Unlimited:Task Force X.

Berry(Foster's Home For Imaginary Friends) - That scary little psychopath had a one-shot role in Berry Scary in season 1 & returned in Affair Weather Friends in season 5 disguised as a rich kid to get Bloo separated from Mac and I know she'll return again in the next season.
 
Frugal Lucre, from Kim Possible. One-shot (and very low-tier) villain from one of the early seasons. Subsequently forgotten. Then brought back for a pretty substantial story arc in season four. He had some hilarious cameos in a handful of eppisodes, building up to an episode where he was once again the primary villian. Well, him and Drakken...
 
The Box Ghost (Danny Phantom) - he was just background villain throughout the series, finally got to be a main villain in a season 3 episode Box Fury.
