Vet check and Coggins Test?

We are looking at an older horse as a companion. It would be our first horse. We talked to the lady about using her vet to have the vet check and coggins test done. She says that he was just checked last summer and that he was fine, but if we wanted to get it done again that would be fine. She also says that people don't generally get a vet check done on a horse for the price we are paying. Why would that be true? If he tested negative for coggins last year, should we still have him tested? He is 23 years old. Please only answer my question and not tell me that I shouldn't buy the horse.
