If I am eligible for a new phone with Verizon Wireless, but I don't want a new phone, is it possible I could get money back instead?

no, but if you wait another year, the rebate can go up. Call your rep or swing by the store, they're pretty good at things like that. Maybe they can hook you up with some accessories or something.
Nope...the whole point of the upgrade is that you're agreeing to another 2yr contract so they can make more money off you that way. The best thing you can do is get the upgrade and immediately switch back to your old phone and sell the new phone on ebay for a profit. That's the only way you're going to make any money out of that deal. Keep in mind though that by buying the phone at a reduced price you are agreeing to another 2yr contract.
