Verizon Voicemail in a home account keeps giving the message "Welcome to

Verizon Voicemail."? However,no-one can leave a message,so it's completely useless! And no-one can access it either!
No-one at Verizon seems to know what is going on!
Worst part of all this,is that when they signed up for the Fios,Verizon added phone service without any authorization. They've received bills for it and had service cut off because of not paying this lousy phone service that they didn't want OR NEED! Is anyone else having problems with Verizon ripping them off by adding unwanted services and then refusing to cancel them or fix the billing problems?
Who do we go to in order to go over their heads and get this resolved? As well as getting payments back that never should have been payed! (I know paying them was wrong just to get service back on.)
