Verizon Data Package Question?

Its monthly. Personally I would go with the blackberry, yes its more expensive but that is because it is a smart phone so you can install applications and a lot more unlike the rouge that is not a smart phone so it doesnt have a full browser unlike the blackberry.
 
So I'm buying a new phone...and I have it narrowed down to two phones, the Samsung Rogue, and the BlackBerry Storm. The BlackBerry Storm is way cheaper, but it has a Data Plan of $29.99, and the Samsung Rogue only has a $9.99 Data Plan Fee, is that Data Plan like monthly? Or just one upfront fee? This is the make or break of my decision ...please help!
