Veggie Garden/Seedlings?

i started my peppers in a tray and cucumbers in Styrofoam cups 3per cup. What i am wondering is when is it time for me to move these into bigger containers? Do i add dirt/potting soil to them in the tray. They are up about 2in right now. Do i leave the cuc's for another 1month in the cups? The cuc's are up about 3in. How big do they need to be before i can put them outside? Dont know my zone live in MN. Any help is great thanks
