vague memories of a film

I sort of remember a film but I only remember little bits. I watched it in around 2000 or maybe just before on TV. It had a guy who maybe was self-narrating I think, and he worked collecting rent from a run-down council estate, then it sort of progresses where he gets involved with the wrong people and gets inadvertedly involved with some criminal stuff. I think there is a small possibility the title had 'magic' in it or something.

I can't figure it out even looking through imdb, but maybe there is an offchance someone can recognize it.

Just come across your post, would of thought at least one or two may of had the decency to reply even to say "I haven't a clue"!

I have a vague recollection of a film where there was a rent collector, could of been a comedy. I think it was somebody like Danny de Vito or maybe Joe Pesci, but not atall sure. Could it have been in a tenement block somewhere like New York?
 
I think it was British or pretty sure it was. It really is to vague to remember I think- it might also have been a TV drama which doesn't help matters. I have a list of some British 'cult' movies that I saw on Amazon I might watch through them as I'm sure some of the descriptions sound kind of close.
 
no pretty sure it's not that looking at the blurb of it. Really annoyingly too vague and I really don't know why I even am remembering this stuff..
