used clothing! if you buy a size 3-6 used is it safe to say it got smaller

during its use and will now fit 0-3? just curious! It seems like my son is growing way too quickly now!! He's clothes are mostly used and hes 7 months tomorrow and can fit into size 12 months. just curious! is he actually that size now or do you think the clothes are just smaller?
