USB flash drive is reading as 0MB? how do i fix?

I cannot reformat it. i just recently deleted U3 on it, and i cant install it back either because any program i use for it cannot detect it. but i can detect it on My computer for some reason.
it is suppose to be an 8gb usb drive.
