I don't know. I think when their memories returned when they realized she's the princess, that maybe...it just opened up the feelings...
And the chemistry between then in S1 was off the chart. Oh, the UST. She was crushing on Tux hard core. He seemed to be crushing on Moon AND the Princess in his dreams. So think the reveal really jump started it all.
And they didn't start dating until after the Alan/Ann arc. Granted, just then, Chibi-Usa shows up and Mamoru breaks up with Usagi soon after. So I don't know if it was "love" from the moment the past was revealed. Because they didn't really get together for some time and stuff.
That said, the series is only TWO YEARS, so I suppose taking the two years into account over FIVE SEASONS...it was fast. (Considering he put a promise ring on her finger before going to America.)
I think it was easy for Usagi to be in love with him since she was "in love" with Tux since the beginning and again, the UST. And she was 14 at the beginning. Mamoru..I think his past with being an orphan played a part. And he kept having dreams..especially since the first dreams were so important, he listened to the other ones about the future killing her so he stepped away. I think a part of him was maybe in love with her? But maybe not. Because he's older and hasn't had a very "loving" live like Usagi.
Erm..I don't really know if that made sense.

I haven't seen much of the live action but I do love both the anime and manga series

Usagi is the caring, hyper and clumsy teenager with a heart of gold who was Princess Serenity in the past, who is Neo-Queen Serenity in the future and has the alternate identity of Sailor Moon, as well as Princess Sailor Moon (Live action version) Super Sailor Moon and Eternal Sailor Moon. Usagi is named Serena in the English version.
Mamoru is Usagi's boyfriend. He is mysterious, cool, loving and passionate. He was Prince Endymion in the past, King Endymion in the future and has the alternate identity of Tuxedo Mask, Tuxedo Kamen, Moonlight Knight, Dark Endymion and Present Endymion (Live action version) Mamoru is named Darien in the English version.
They get married in the future and become king and queen and have a child, who in the present is nicknamed Chibi-Usa.
Their romance in the anime, manga and live action version is throughout the entire series. They are a couple throughout the series and have made it through every obstacle, secret identities, brainwashing, spells, memory loss, break ups, long distance, death, kidnappings, misunderstandings, other suitors, illnesses, rivals, people from the past, multiple personalities, love triangles and more.
