USA petition system please help me?

my father is a filipino and living here in the Philippines, he has been petitioned year 2000 by her mother. the US embassy already sent a letter that informing us not to change our address and so on. do anyone here knows how long the process will take? because we are waiting for almost 10 years now, and we are clueless about the process. thank you so much
