USA computer science PhD requirements?

I have a Computer Engineering bachelor degree with GPA 3.53 from the University of Hong Kong. My GRE scores are: 710 (Verbal), 770 (Math). I want to ask which graduate schools in the USA should I choose? What's the chance of being accepted by University of Washington or University of California--San Diego ?
