They formed monopolies so basically they were the only providers of certain goods. This gave them imense power to raise prices as high as they needed, because consumers had no other choices. In that respect they pretty much controlled the economy, and in turn 'controlled' the government. Also, their wealth gave way to politcal bribes. People with a lot of money can influence politics.
