Yeah you can still get a new phone but there are some catches. With some phones (LG Tritan, Samsung Caliber, ETC) you have to purchase the internet for the phone which is $20 more a month. The smart phones (Blackberry) you have to purchase the smart data plan which is I believe $25 a month. And with some other phones you have to purchase the easyedge package for at least 3 months in order to get the rebate.
