URGENT: Betta fish may be dying?

My neighbour has had this betta fish for around 6 months (she was given it right before Christmas). Anyway, she gave him to me about a few days ago before she moved in a 1 gallon "tank".

His water was okay, not filthy, but not crystal clear either so I did a full water change on the day I got him and put him back in there (I have no cycled tanks ready to use yet. This came as a surprise).

(And yes, I used water conditioner, warm/neutral tap water and some aquarium salt)

Anyway, ever since I got him, he would just float, not moving. He seems a bit bloated and "lifeless", always just staying at one corner of the tank, floating there. I swear, I thought he was dead until I tapped the glass gently.

** He may be having some constipation problems so I haven't fed him for about one or two days. His ventral fins (two small fins at the front) are very clamped too and has some problem swimming (when I see him swim which is rare).

What could be the problem? Swim bladder? I love bettas and would hate to see this one die (I also hate dealing with dead fish :x)
