Do readers appreciate the author of a story to write about characters that are of the same ethnicity or culture as the characters? Or can some have enough insight to have a good enough description of a different cultural background?

do you mean can an author write about a culture he/she isn't part of?
I think so if there is enough research to capture the true culture rather than stereotypes
