Unlocking a phone to another network.?

Lets say you have a phone with Telus and its locked to Telus network. But you also wanted to you the phone on the bell network is it possible ? What would you have to do so the locked phone on the telus network works with Bell ?
 
No,there is anyway to unlock a Telus phone to work with Bell network because it is a CDMA network.
