Unlocked GSM Flip under $200

I am looking for a unlocked phone for my mom. I have been looking at the Motorola RZR the original one since its under $200. But I have heard about bad reception on those phones. Any other recommendations to phones are are small and flip? Would like Quadband if possible, but def need 850/1900.
