Unlock a nokia e71x for t-mobile?

I just bought a nokia e71x off of craigslist and it was advertised as unlocked, but it isnt. I read online that you can call at&t and give them the phones IMEI (i think that is the name), but that is the serial number. I gave it to them and they said they cant unlock it for me and they didnt really tell me why. Is there any other FREE alternative that i can use to get an unlock code for this phone
