Yes, since almost every wireless carrier was forced to do the same thing Verizon did. With AT&T, they have been mandating data plans for years. So that is why you don't hear about much of a change. Sprint isn't that big, so things don't spread, but they will be mandating the beginning of 2009.

Remember, you chose to pay the higher price for the device. It doesn't mean Verizon will treat the device any different. You could have waited until eligible for upgrade or whatever you needed to do to get the lower price.
 
It is not true that every Verizon Wireless PDA/Smartphone requires a data plan. It is true they require some form of data, but some can still use a pay as you go data plan, like the Palm Treo 700wx.

I use to work at Verizon Wireless, for an excess of 8 years. So I know a lot of people there. I just got off the phone with one of my ex-coworkers.

The Samsung Omnia still requires a full data plan for $29.99+.
