Don't think about the cost. The cities may be cheap, but that doesn't mean University accommodation or the local shops will be (as I found out for myself). Seriously, don't base it on how cheap the city is to visitors, because the shops and everything around the uni will ramp up their prices because they know that is where students go. Even the Union shops are stupidly over-priced.
Think about what unis you like, and which offer a course that you think will suit you, as all economics degrees will be different. Don't think about the price, because it will be pretty much the same everywhere.
