University Day times - do you have to be at uni from start to finish of the day?

i got my timetable and im starting uni in few weeks. i will be commuting to university, it takes 2 hours to get there and 2 hours to get back. im attending university for 3 days, mon, tues and weds in a row.

im studying a design related course, so studio work etc. for example my day wil start at 9 or 10 and finish at 2 or latest 8pm.

i was wondering can i leave university half an hour early or whenever i wish too? this is because sometimes i may not be able to attend and there is a possibility i can reach to uni late due to rail lateness etc

(ive been to unviersity before and studied a design related course, they where strict on attendance and lateness) i dont know why this is as in university i thought it was just independence and its all up to the individual if they wish to attend or not.

my uni finishes at 8pm one of the days, is this common? i will reach home at 10pm
 
You can go to or leave Uni whenever you like except if you have lectures etc..then no, it would not be appropriate to leave early. The point is that at University you are expected to learn and engage in the programme which it puts together for you. It expects that you will have taken account of any difficulties you may have and dealt with them. Although you wouldn't get into trouble as such, it would be considered rude to have to leave a scheduled class early, but ultimately it would be your loss. You may miss important information, and the university would be under no obligation to support you over and beyond the needs of other students on your course.
