United States citizen - education outside the country?

After completing high school in the United States, is it possible for me to seek a secondary education outside the United States? For example, I think I might like to study in London..I'm sure there are good universities there and I'd be able to explore a new country. How can I have this legally done and have a credited degree for outside education?
