UK Ford Focus Headlight Fault?

I have a UK Model 2003 Ford Focus Hatch. The dashboard headlight height adjustment only works on one headlight. Has anyone come across this fault before and if so what was the cure? Is there an easy way to locate the fault/test without major surgery or expense. Thanks.

Most likely just a failed headlight levelling motor on the offending light, but check for a disconnected linkage or wiring connector too - open the bonnet with ignition & lights on, have an attractive assistant move the levelling switch & you should hear a motor behind each light move.
