UK> Can I set up a business baking cakes from home? What do I need?

My gf makes great cakes and she wants to make a little money from it. I told her she'd need some licences and to have a comercial type kitchen, but to be honest, I'm not sure where she can start. I know in this country u need a licence to do just about anything, even to beg on the f***g street. Any knowledge on the matter would be greatly appreciated. Thanks for your help
