As a biker I can't understand how the hole does not admit flies and dirt, at eye-level, so why is the screen extra-large? And are such screens for sale in the west?
 
So that if they are riding and someone throws paint or the like - the whole screen is not blocked off and they still have some vision ahead of them.

Yes - these screens are available in the west - have seen them on bikes before but only in winter. A good bike shop should be able to order them in
 
Simple protection from other objects, the hole is to keep a clear tunnel of vision should debris/flies /scratches ruin the transarency of the screen. Also they offer some protection from other airborne objects which is why police often use them.
Yes such screens are available, but really cut down aerodynamics and don't look so 'cool' but I've seen them on smaller bikes, mopeds etc.
