tuning CNS 66cc carb motorized bicycle?

I put a 66cc motor kit on my bicycle it has that new carb and filter.when i take off it is really hard and jumps until i get going.it has a needle in the carb i have tried different notches.i have tried adjusting the screws.bogs out .but it really wont go the jumping is bad.i have had it dont know what to do...please help
