Trying to program Toyota Avalon 2000 Remote/Fob?

Hi,

I am trying to program a new genuine Toyota Remote I have tried the following instructions:

How to program a new key fob:
1. Start with key out of the ignition with the driver door open (all others closed) and unlocked.
2. Insert key into the ignition and pull it out.
3. Perform these steps within 40 seconds:
a. Using the power lock switch on the driver’s door, perform 5 lock/unlock cycles.
b. Close, then open driver’s door.
4. Perform these steps within 40 seconds:
a. Using the power lock switch on the driver’s door, perform 5 lock/unlock cycles.
b. Insert key into the ignition cylinder.
c. Turn the ignition to ON (do not cranking the engine) then back to OFF.
d. Turn the ignition to ON (do not cranking the engine) then back to OFF.
e. Remove key from the ignition.
NOTE: Within 3 seconds, the power door locks should cycle automatically indicating successful entry into programming mode. Return to step 1 if the locks do not cycle at this point.
5. Perform these steps within 40 seconds:
a. Press the lock and unlock buttons on the transmitter simultaneously for 1 second.
b. Immediately after letting go of the lock and unlock buttons, press the lock button* by itself and hold for 2 seconds. Within 3 seconds, the door locks should cycle once indicating successful programming. If the door locks don’t cycle, or cycle twice, repeat steps a and b (your remote has not been accepted).
c. Repeat steps 5a and 5b for each new transmitter.
NOTE: You may need to repeat steps 5a and 5b for the new as well as existing transmitters. Your car may only accept 4 transmitters.
6. Close driver door.
7. Test all of the transmitters.
*You may press the unlock button to change the unlock-all sequence from two unlock button presses to unlock all doors to one unlock button press to unlock all doors by pressing the unlock button instead of the lock button. To activate a three button remote, press the auxiliary/trunk button.

It is not working...

Does anyone know what might be wrong?
I get up to number 4 when the car is meant to:

NOTE: Within 3 seconds, the power door locks should cycle automatically indicating successful entry into programming mode. Return to step 1 if the locks do not cycle at this point.

But it doesn't...
