Trying to identify what show a line came from

I don't know how long ago it was, nor do I know if it was animation or not, but I'm pretty sure it was. I recall a line from a commercial for some show, that was "What do you mean you can't swim!?"

I've been trying to figure it out for ages. Anyone have any clue?

The line was spoken by 'Cinni-Mon' in a commercial for Apple Jacks from not too long ago, but I don't know if that's the thing in question.

In all honesty, that sounds like it may have been a promo for Codename: Kids Next Door. I recall an episode where Numbah Two says that, or something similar to that, to Numbah Four.
