Trying to fix up my rims on my car, without buying new ones! Any ideas?

I have a 2000 Mercedes c280. The rims are getting pretty dull and boring (they are stock, not chrome or fancy or anything). I try to keep them clean and well taken care of, but obviously after 10 years of city driving the salt hasn't done them any justice. I think what's going on is the clear coat is starting to chip and peel off and dirt is getting stuck underneath it. I just tried washing them as best as possible, but no real luck. I don't want to purchase new ones, as it's almost winter (I live in SD so winter + rims = no good!) but I am looking for something to do to make them look a little nicer. I was thinking possibly peeling off the rest of the clear coat, cleaning it, trying to spot paint any bad spots and re applying clear coat. Just straight up paint them? Does anyone have any ideas? If either of these ideas are decent, what types of products do you suggest?
