Trying to find an old Dreamcast game about toy cars, or maybe karts?

Hey guys, many many moons ago, 2002-ish, my friend had a Dreamcast and he had this really fun "Racing" game. It wasn't like Need For Speed style though, it was these little toy cars or mini karts, I can't remember which, and it had all these really cool levels. One of the levels was outside on the streets of a neighborhood, and I vividly remember that there was a kid bouncing a basketball and you had to dodge it. There was also this weird planetarium level. Anyone think they might know what game it was? I will forever be in your debt.
