trouble getting my honda 1981 nc50 express moped running?

i have to take the airbox off and hold my hand over the carb while kicking it to get it started, but then it runs pretty good. but when i go down the street at full speed, usually when i slow down it kills then i have alot of trouble getting it started again. i believe i have the mixture screws set right. i have them both right around two turns out. i may have to clean the carbs again. thanks
