Tropical Fish tank. Whats optimal number of fish.?

Hello. I have fish tank that has 51 cm x 21cm x 26 cm (only counting the volume which contains water). It has 1 tiny fish(size of thumbnail x2). I am planning to buy some, what are the recommended numbers of fish?

If there are big ones too, will it eat or harrase small ones?
 
I'd say your tank is about 29L which is very, very small. You could probably put a betta in it, a school of neons, or some mollies or guppies but nothing else as it's just too small to put any other tropical fish in it as they will grow too big for it (going by the one inch of fish per a gallon - the potential adult size is used).
