Trophy Garden in Pokemon Platinum!?

There are some Pokemon I want in the trophy garden but I have some questions.

1) Do you have to beat the Elite Four to use the Trophy Garden?

2) How do you know which rare Pokemon is currently at the garden?

3) (Kind of random) Do you have to beat the Elite Four to get the Eevee from Bebe?
