That's Bay's explanation.. What Bay will not admit is that even if his excuse is accurate, a sound engineer can edit the voice to match Welker's Megatron voice from the 80's.. What's more likely is Bay or the Studio wanted a well known actor's name to attach to the film for one of the big roles.. The general public has never heard of Frank Welker even though he's voiced many characters in some of the most successful animated films. Bay/Paramount had to cave in to fans already for Cullen, so Welker was SOL.
