Bob Budiansky wrote many of the Transformers tech specs bios and came up with many of the characters names (Megatron, Ravage, Soundwave etc)
Budiansky's early work was often superb though. His characterisation of Shockwave being particularly outstanding. He had a very strong run before losing the plot.
Bob and Simon between them pretty much created most of the Transformers lore.
