transfer from a community college to an east coast university?

if i plan to go to a community college first for financial concern
will it be better if i stay at CA and go to one of the community colleges then transfer to a east coast university
or go to a university near the university i wish to attend in the future?
i know some community college in CA has program that is guaranteed for students who perform well in the first year
will go to those UCs.
but i am not really sure about the community colleges in east coast
do they have this kind of program
