tractor purchasing question / bell housing?

I am going to look at a 1993 Massey Feruson 29 horsepower 4x4 tractor tractor tomorrow with a front loader. The owner states that the bell housing is cracked on the machine. what exactly is the bell housing? and how would I fix it? cost to fix? price of parts? the price of the tractor is $3000 dollars with 700 hours? is the tractor worth it? I was going to offer $1000 bucks?
